Future Development Strategy


At the epicenter of the global digital revolution, we are living in an era in which science, technology, innovation, and digital transformation are no longer distant or abstract notions, but have become fundamental drivers shaping the strength, competitiveness, and future trajectory of each nation.
The digital era opens vast and unprecedented horizons of knowledge; however, it simultaneously presents complex and formidable challenges to the mission of safeguarding national security and firmly protecting digital sovereignty in cyberspace. In this context, the Academy of Security Engineering and Technology is affirming its renewed stature with a clear strategic vision and mission: to become a key national center for education and scientific-technological research, providing high-quality human resources for the People’s Public Security Forces, capable of meeting the increasingly demanding requirements of protecting the Fatherland in the era of the Fourth Industrial Revolution.
In particular, this sense of pride and responsibility is further deepened as the Academy is honored to bear its international working name - Tran Quoc Hoan Academy. Comrade Tran Quoc Hoan was the first Minister of the Vietnam People’s Public Security and the longest-serving Minister, holding office from 1953 to 1980. He laid the initial foundations for science and technology within the People’s Public Security force. Looking ahead to the 110th anniversary of his birth (January 23, 1916 - January 23, 2026), every advancement in science and technology, and every effort in innovation and digital transformation undertaken by today’s collective of leaders, officers, lecturers, and cadets of T07 stand as the most practical and meaningful tribute.

The institution aims to become a key higher education center of the Vietnamese People’s Public Security; advanced, specialized, and reputable in the fields of microchip and semiconductor technology, artificial intelligence, data security, and other critical technologies; gradually integrating internationally to meet the demands of training, research, and technology transfer in direct service of security industries, public security operations, and national development.

  • Digital Transformation and Cybersecurity

The university’s training objective is to build a contingent of People’s Public Security officers with firm political will, strong moral character, strict discipline, solid professional knowledge, and proficient practical skills, ready to excellently fulfill all assigned tasks.
